In a forum any person who is a member or part of the community can post whereas on a blog you can't post unless it's your blog.
Anyone can add a comment to a persons blog, but to add to a forum you need to be a member of the forum community.

Forums have some great community on them. I'm a member of a photogrraphy forum and a sound & lighting forum and it's usually the same people that reply, you almost build up friendships on them.
